QUALIFICATIONS: Bachelor’s Degree in Business Administration or ten years of prior
related experience. An understanding of fund accounting and generally
accepted accounting practices. Such alternatives to the above qualifications
as the Board may find acceptable and reasonable
REPORTS TO: Superintendent
JOB GOALS: The Business Manager is responsible to maintain a thorough and efficient
Operation of all non-instructional services of the school district including finance, employee benefit programs, purchasing through effective delegation, supervision
and review. The Business Manager will manage the affairs of the school system
in compliance with instructions of the Superintendent, pertinent laws, state
regulations and Board of Education policies.
ESSENTIAL DUTIES, FUNCTIONS AND RESPONSIBILITIES
The performance responsibilities of this position may include but not be limited to the following:
- Come to work each day adequately prepared, both physically and mentally, to perform the following duties:
- Establish a system of control for budget execution and shall direct and supervise all financial accounting in the School District
- Assist and cooperate with the state auditing agent in the conduct of audit or review of the District’s fiscal records
- Prepare the annual district budget and present to Administration for review and input before entering into Efinance
- Oversee the distribution of payments for construction in progress
- Oversee, direct and supervise the Central Office staff
- Maintain adequate records for all School District employees regarding salary, retirement, insurance, etc.
- Administrate Arkansas Teacher Retirement reporting monthly, quarterly and annually.
- Oversee the administration of the health and life insurance programs and advise employees regarding these programs and works closely with benefit providers
- Administrate private retirement accounts and forms
- In conjunction with the Central Office staff, oversee the preparation and certification of the accuracy of monthly and annual financial reports required by the Superintendent, Board of Education, State Department of Education and other agencies
- Establish the accounting systems necessary to provide school officials and administrators with accurate financial facts as the basis for formulating policies and decisions
- Maintain salary schedules and calendars and enter in Efinance
- Process payroll changes in Employee Masters in Efinance
- Process timesheets and payroll monthly
- Process Payroll Accounts Payable for all deductions
- Make Board approved online drafts for insurance premiums
- Upload and enter Direct Deposits and ACH files to online banking
- Reconcile bank statement and month end processes
- Generate and print employee contracts
- Prepare and enter all Journal Entries as needed
- Oversees fiscal and calendar year end processes and closing
- Balance and process all year end payroll reports, W2s, 1095s, 1099s and 941s and submit to the IRS and/or the State of Arkansas
- Attend Monthly Board of Education Meetings
- Prepare Annual Work Comp estimation
- Prepare and report Unemployment report quarterly and annually
- Administrate and monitor FMLA requests and forms
- Generate salary projections for budget proposals as directed by the Superintendent
- Perform other duties as assigned by the Superintendent
